LEGISLATION
There is a legal requirement
for adequate signing, lighting and guarding of works (SLG)
carried out on the highway to protect both the public and
worksite. The legal requirements can be found in the New
Roads and Streetworks Act (NRASWA) and the Highways
Act. Under these Acts it makes it a criminal offence to
fail to comply with the requirement for adequate signing and
guarding of the works. There is also a requirement that
anyone who carries out SLG activities are qualified as an
Operative or Supervisor under the NRASWA. see Qualifications.
All traffic signs used
must comply with the Traffic Signs Regulations and General Directions
2002.
Both Chapter 8 of the
Traffic Signs Manual and The Code of Practice for Safety at
Streetworks and Road Works carry legal status and must be
consulted when carrying out SLG on the highway.

at Street Works and Road Works - Code of Practice
To assist in the legal
requirement of the Acts, a Code of Practice was
introduced under the legislation set out in the NRASWA
(section 65 and 124) which clearly sets out the basic
principals to adopt. Whilst the Code of Practice is clearly
aimed at those carrying out streetworks it also advises that
the Street Authority adopt the same Code. This Code of
Practice also refers to 'Chapter 8 of the Traffic Signs
Manual and Appendix F of the New Co-ordination Code of
Practice', where further guidance can be sought if
needed. It should be available from most good bookshops or

This Code of Practice is approved by the Secretary of
State for Transport. |
