Co-ordination
The street/road authority has responsibility for co-ordinating
works on the highway. Both street/road authority and undertakers are
required to give notice to each other of their intended works. This
process is aimed at assessing the impact on any works to minimise
disruption to traffic networks and any foreseeable inconvenience
which could be caused to street/road users.
The street/road authority is required
to maintain a register of works and communicate with any other
adjoining authority who may be affected, emergency services, police
and organisations catering for disabled groups.
Co-ordinations is maintained by
regular meetings of affected parties, usually every three months.
These groups are set up by regional Highway Authority and Utility
Committees (HAUC's). The following items should be considered for
such meetings;
- highway authority and
undertakers projects
- capitol and maintenance
programmes
- local polices and traffic
management
- designation of streets
- performances and prevention of
damage
- streetworks licences
Provisions
The Co-ordination process is in three parts;
- the notice system;
- special controls with streets of
a sensitive nature;
- allowance for changes in
programmes and practices for the good of all.
The Streetworks Register
The authority is required to maintain a register for each street
it is responsible for. The register contains information about the
street and prescribed works. It is expected that a central register
will be available to fully implement the requirements of the NRASWA.
The register will keep information in respect of the following;
- streetworks notices
- works not requiring a notice
(minor works)
- works in areas of special
engineering difficulty or controls
- streetworks licenses
- authority works
- completed reinstatements
- unmarked apparatus
- undertakers reinstatement
obligations
- notices disallowing undertakers

The register is open to anyone to
inspect it within reason and will include a gazetteer of streets.
Categories of Works - These will
change with new codes of practice
Emergency Works - works
undertaken which are to prevent imminent danger to people or
property;
Urgent Works - works undertaken to prevent a situation from
deteriorating but are not life threatening but enable the undertaker
to maintain its statutory obligations;
Minor Works - works undertaken that are not of more than 3
days duration or more than 30m in length and not part of any other
works;
Standard Works - works undertaken that are over that given
above and include resurfacing more than 20sq/m and an interim
reinstatement replace by a permanent one;
Major Projects - works that form part of the undertakers
annual operating programme and planned at least 6 months prior to
works starting;
Works Subject to Special Controls - Works undertaken in
protected streets, traffic sensitive areas or street with special
engineering difficulty.
Minimum Notice Periods
Issued
under Sections 56, 59, 60, 118, and 119 of the New Roads and
Streetworks Act.
Code of Practice for the

Related Matters, approved by the Secretaries of State for
Transport, Wales and Scotland.

- Regardless of notification
being required, the Street Authority must be notified of
completion of works before the end of the following
working day.
- Streets of special
engineering difficulty and protected streets must seek
approval for works from the Street Authority separately
and in addition to the formal notice.
- 7 working days is defined
as days not including Saturday, Sunday and Public
Holidays.
- 1 Month is a calendar
month, where the end of the month falls on a Saturday,
Sunday or Public Holiday it is deemed to be the following
working day.
